Peter De Vilbis is South American playboy. At the horse track in Los Angeles he meets Fallon and tries to get close to the wealthy Carringtons in a moment of his financial break down, caused by his shady business all over the world. 

Fallon completely misreads him. Peter is using drugs, and he even kidnaps Blake's horse Allegree and gets the ransom money. Jeff will manage to reveal his true face, fearing for the lives of Fallon and their son. When Fallon finds out about Peter's manipulations she will run out from the hotel La Mirage in front of the car. She will be paralyzed. When her son gets close to the edge of the poll, Fallon will get out of the wheel chair and save him. 

Blake got his satisfaction by beating up Peter at the airport when he was trying to get away, and turning him over to the police. After getting out of jail, Peter was killed in a plane crash. The Carringtons believed Fallon was on board, but luckily she didn't follow him in his last adventure.
